NPC Approves Eight Contracts with the Total Value of 350 million Afs

KABUL: The 85th weekly meeting of the National Procurement Commission (NPC) was held at the presidential palace on Monday evening, dated 06/02/2017, presided by His Excellency Mohammad Ashraf Ghani, the President of the Islamic Republic of Afghanistan.
In this meeting 8 contracts with the total value of 350 million Afs were approved. The following were among the projects approved in the meeting:
- Procurement of 68 items of electric equipment, needed by De Afghanistan Breshna Sherkat (DABS) for 10 villages of Mir Bacha Kot District, Kabul Province;
- Connection Services of 19 Fiber Optic Network Locations for De Afghanistan Bank branches;
- Conditional Approval of the Provision and Printing of 749,000 textbooks as per the requirement of the Islamic Education Department of the Ministry of Education (MoE);
- Maintenance Services for Herat and Kandahar Airports;
- Procurement of 4 Cranes for Herat and Faryab Provinces’ Customhouses, and
- Three Foodstuff Procurement Contracts, as per the need of the President Protection Services Directorate.
In addition, NPC confirmed the no-cost extension of the contracts of the Road from Dikondi to Sharistan, Daikundi Province, Installment of Power Substations of Kundoz and Baghlan Provinces, and Printing of New Afghani Banknotes.
Furthermore, the Projects of Shor Aba and Kamal Khan Dams were discussed in the meeting and was decided that procurement for Shor Aba Dam should be done using the Restricted Method, while Kamal Khan Dam should be further reviewed by the delegation assigned. Regarding the project of Designing and Construction of Khan Abaad Dam of Kundoz Province it was decided that the procurement of the project should be done through the Restricted Method and, to ensure a transparent competition, the eligibility criteria of the bidders should be checked very closely.
From the other hand, NPC discussed the proposal of the Ministry of Haj and Religious Affairs on the Procurement Process of the Transportation of Pilgrims to Makkah and Madinah in the coming year (1396) and decided that the procurement should be processed using restrict method among domestic airline companies, and in the bidding documents clear and specific conditions, including tax payment conditions should be considered. His Excellency, the President of Afghanistan on deliberating Haj program stated that care and supervision of the government on Haj not only resulted in the success of the process last year but also reduced the cost of Haj process significantly. Is it expected that the process become better and more economic for the coming year (1396).
Further, it was decided in the meeting that the business plan of Ariana Afghan Airlines should be reviewed in a separate session, while the supportive draft of domestic Private Airline Companies should be referred to and review in a session of the Higher Economic Council of Afghanistan. It is worth mentioning that as a result of close supervision and assessments, Ariana Afghan Airlines has had a rise in the profits and become profitable in 2015 and 2016, after consecutive losses for six years.
In addition to NPC members, His Excellency Dr. Abdullah Abdullah; Chief Executive of the National Unity Government, His Excellency, Mohammad Sarwar Danish; the Second Vice President of the Islamic Republic of Afghanistan, the Ministers of Finance, Economy and Justice, Senior Advisor to the President on Infrastructure Affairs, the officials of the National Procurement Authority (NPA), the Transparency Observers from SIGAR, the members of the Financial and Budgetary Commissions of the Lower House of the Parliament, the Parliamentary Anti-Corruption Caucus (PACC) and the Combined Security Transition Command for Afghanistan (CSTC-A) of the Resolute Support had also participated in the meeting.
